HUMAN RESOURCE DEVELOPMENT STRATEGY MODELFOR BECOMING HIGH PERFORMANCE ORGANIZATION OF THE STAR HEALTH PROMOTING HOSPITAL IN CHACHOENGSAO PROVINCE

Abstract

   This research was aimed at 1) studying the current situation and problems of human resource development strategies for becoming a high-performance organization, 2) exploring the components of human resource development strategies for becoming a high-performance organization, and 3) developing a model of human resource development strategies for being the high-performance organization of Star Subdistrict Health Promoting Hospital in Chachoengsao Province.  It was a mixed-method research approach. In qualitative part, key informants were 15 directors of sub-district health promoting hospitals having received star-rated standards and five directors participating in focus group discussion. They were included as samples through the purposive selection method. In-depth interviews were applied for data collection and data were analyzed using content analysis. In the quantitative part, the sample group consisted of 184 public health personnel of Star Subdistrict Health Promoting Hospital in Chachoengsao Province. The criteria for determining the sample size were based on Krejcie and Morgan Table and proportional sampling questionnaire tool. Data were analyzed using frequency, percentage, mean, standard deviation, Pearson correlation coefficient, and multiple regression analysis.

The research results were revealed in the following. Firstly, the current situation and problems of strategies for human resource development for becoming a high-performance organization indicated that operational strategies conducive to the success of being a high-performance organization of Star Subdistrict Health Promoting Hospital in Chachoengsao Province had five aspects including teamwork, community and local participation, personnel development, coordination, and monitoring and evaluation. Secondly, in the components of human resource development strategies for becoming a high-performance organization, the human resource development strategy consisted of four main aspects including psychology, economics, ethics, and systems thinking. For being a high-performance organization, it consisted of seven dimensions including organizational leadership, strategic planning, focusing on service recipients, and stakeholders, measurement, analysis, and knowledge management, focusing on human resources, process management, and results of operations. And thirdly, human resource development strategy model for becoming a high-performance organization of Star Subdistrict Health Promoting Hospital in Chachoengsao Province was confirmed that it was correct and appropriate, and it could be used effectively in real situations, by experts.
